The role of Estimator is a new role for the Company, and is vital to the ongoing development of the business.
Role Outline
To prepare accurate cost estimates and commercial tenders from receipt of enquiry to tender submission working closely with the Project Delivery Team. Projects are typically valued at anything up to £500K.
Role Responsibilities
- To review initial enquiry or tender request, identify areas to be discussed or negotiated with the client, liaising with external QS consultant for specialist advice where necessary.
- To work through the various stages of the Tender Submission process, with the assistance of the Project Delivery Team, from initial stages through to contract award, handling clients’ technical and contractual queries and conducting any contractual negotiation which may be necessary.
- To clarify specific project scope and requirements via liaison with Client’s representatives and relevant members of the members of the Project Delivery Team.
- To conduct site surveys and measures where necessary.
- To critically evaluate the current estimating method, propose (with cost case) and implement improved estimating models and/or appropriate software.
- To prioritise and manage the estimating workload including, where necessary, effectively delegating to the Project Delivery Team to ensure that clients’ needs and deadlines are met.
- To manage and issue appropriate enquiries for specialist subcontract / material supplier in liaison with the Purchasing Department as necessary.
- To manage issues relating to tender adjudication.
- To liaise with the Design Team and Project Delivery Team to clarify that estimate is based on the preferred method of site work.
- Prepare detailed information for hand over to Project Delivery Team to facilitate smooth project delivery, ensuring that all conditions stated at tender stage are highlighted to the appropriate Project Manager to ensure that these are adhered to throughout the life of the project.
- To support and liaise with other site / office based disciplines as necessary.
- To work with the Financial Controller and Project Delivery Team to produce appropriate, robust and flexible costing models.
- To work to variable timescales and deadlines, liaising with the client, Project Manager/Engineer, the Workshop Manager and the Site Manager (including Purchasing/Stores where appropriate).
- To identify one’s own Training and Development needs.
- To highlight IT resource requirements.
Preferred qualifications for this role would be an HNC (or higher) in Mechanical Engineering or a similar engineering discipline (although high numeracy and literacy levels without HNC qualification would be considered if coupled with relevant work experience). High levels of competence in standard IT packages (Word, Outlook and particularly Excel) required. Experience of a standard Estimating software package would be an advantage as would a working knowledge of the NEC and JCT family of contracts. Previous experience in a role of this type particularly in the Water industry would be preferable. A working knowledge of pipework systems and mechanical services would be highly desirable. Some experience of general Project Management would be an advantage.
