Perth & Kinross Council’s Property Services department provides professional services for the development, management and maintenance of a significant and diverse portfolio of public buildings. This includes secondary, primary and nursery schools, residential care homes, offices, day care facilities, civic buildings, and a wide range of other non‑domestic properties.
The department brings together building management, design, construction, maintenance and procurement functions to ensure that all buildings are safe, legally compliant, well‑maintained and fit for purpose.

You’ll help ensure that critical safety checks for mechanical systems are completed properly and recorded accurately.
We’ll also support you. You’ll gain valuable experience in compliance, develop technical knowledge, and be part of a team that values collaboration, learning and doing the right thing.
What will you be doing?
The post holder will ensure that all servicing paperwork is accurate, complete and compliant with relevant legislation, standards and organisational policies, contributing to the safety and regulatory compliance of mechanical systems such as heating, gas, water systems, ventilation and commercial catering equipment.
Your work will include:
- Reviewing and checking servicing and maintenance documentation to ensure it is accurate, complete and compliant with legal and contractual requirements
- Maintaining and updating compliance records and systems, ensuring all documentation is correctly stored and accessible
- Identifying and escalating any issues, missing information or non‑compliance
- Supporting the delivery of compliance work, including instructing and monitoring works, tracking progress, and validating contractor payments
- Managing and reporting on compliance data, including tracking outstanding items and supporting audits
- Liaising with contractors and internal teams to obtain information and support compliance activities
- Assisting in monitoring compliance performance and identifying trends or recurring issues
- Supporting procurement activities, including preparing tender documentation and evaluations
- Contributing to improving processes, systems and ways of working, while developing knowledge of compliance standards

Essential Requirements
- HNC or equivalent in a building services or plumbing & heating related discipline
- Experience working within a building services, facilities management or estates environment
- Good knowledge of statutory and regulatory compliance requirements
- Good organisational and record-keeping skills
- Ability to manage workloads and meet deadlines
- Strong attention to detail, with the ability to review technical documentation (accuracy is a critical and non-negotiable requirement for this role)
- Good communication skills, both written and verbal
- Experience producing compliance reports, performance data and audit information
- Proficiency in IT systems, including Microsoft Office and asset or facilities management systems (e.g. CAFM)
- Valid UK driving licence
Desirable Requirements
- Knowledge of relevant compliance regulations and standards, including the Health & Safety Executive’s Approved Codes of Practice and guidance
- Experience working with contractors or within property services/estates
- Familiarity with asset management systems
