Salary: £45,091 - £46,142 per annum

Hours: 37 hours per week (part-time hours may be considered)

Location: Carlisle or Workington

Contract: Permanent

About the role

 

You will provide strategic oversight of developer contributions across the planning lifecycle, ensuring robust, transparent and compliant systems are in place to secure, monitor and report on funding that supports sustainable growth. Working closely with planning, legal and finance colleagues, you will play a key role in ensuring infrastructure is delivered effectively for our communities.

 

Key responsibilities

 

  • Lead the coordination and administration of developer contributions, including Section 106
  • Ensure effective systems for tracking, monitoring and reporting financial and non‑financial obligations
  • Maintain accurate records, monitor compliance and support enforcement where required
  • Produce clear reports for internal stakeholders, elected members and external partners
  • Oversee digital systems and data quality, identifying opportunities for improvement
  • Act as the main point of contact for developer contributions, providing guidance to internal teams and external stakeholders
  • Support statutory reporting, including the Infrastructure Funding Statement, and contribute to governance and audit activity

 

About you

 

  • Strong understanding of planning obligations, CIL regulations and infrastructure funding mechanisms
  • Experience managing complex data systems and producing performance or financial reports
  • Ability to interpret legal agreements and financial information
  • Excellent organisational, communication and stakeholder engagement skills
  • Experience working in a local authority or public sector environment (desirable)
