Full Job Description

  • SME for 2LOD on Export controls supporting the Director of Export Controls

  • Work as part of a wider project to set up Target operating model for Export controls.

  • Strong knowledge of UK/EU and US knowledge of Export controls.

  • Strong knowledge of encryption controls under Dual-Use regulations as well as country specific import/export requirements such as France, Russia, China, Poland, Israel etc

  • Strong product classification knowledge particularly in classifying encryption items.

  • Policy development collaborating across legal, compliance and the business to create and update/maintain export controls policies and procedures.

  • Preparation and submission of export license applications.

  • Strong working knowledge of export licensing and global regimes UK/EU and US.

  • Strong working knowledge of the application of US licence exceptions.

  • Confidence to submit Regulatory returns to relevant export controls regulators.

  • Familiarity on the use of open licenses and UK regulatory audits in this area.

  • Support routine audits and testing to ensure the efficiency of export controls across LSEG.

  • Stay informed about changes in Export controls regulations, technology, industry best practices, and emerging trends.

  • Proactively recommend enhancements to the export controls across LSEG.

  • Develop export controls training as required and in line with the wider target operating model.

  • Incidence response oversight for potential issues identified during BAU.

  • Experience in overseeing the accuracy of shipping documentation (Commercial Invoices, C88s)

  • Basic knowledge of Customs Clearance Regulations & Processes and oversight of Third Party Logistics Providers.

  • Experience in preparing for and taking part in Government audits of export controls compliance (ECJU etc)

    Degree or equivalent and / or relevant professional qualification

  • Significant previous related experience eg export controls practitioner or SME

  • Export specific certifications.

  • In-depth knowledge of international trade regulations, including Export Administration Regulations (EAR), Dual-Use Regulations, and other relevant export control regimes.

  • Strong understanding of product classification, licensing, and embargoed countries, especially for finished goods, spares and accessories, tooling and equipment, and software.

  • Excellent communication and interpersonal skills, with the ability to work effectively across diverse teams and cultures.

  • Exceptional problem-solving and analytical skills.

  • Self-sufficiency and strong self-organisation skills.

  • Attention to detail and a strong commitment to ensuring compliance and mitigating risk.
