The role

Crown Estate Scotland has an exciting opportunity for a Procurement Officer to join our team on permanent fulltime basis.

About the role

 

The successful candidate/s for this new role within the organisation will be responsible for:

 

·      Managing and Maintaining the Hunter Contract Register and liaising with contract managers regarding upcoming renewals, producing periodic activity reports  

·      Managing the receipt of Pipeline requests and supporting the Head of Procurement in Pipeline creation and maintenance 

·      Gathering and preparing data for statutory reporting and analysis, undertake spend reporting as directed to inform category and contract strategy development 

·      Supporting Procurement staff in record creation and keeping for Regulated tender to ensure Statutory compliance 

·      Supporting organisational and Managing Agents staff with routine procurement advice 

·      Ensuring that notices on the Public Contracts Scotland system are correct and published within statutory requirements. 

·      Undertaking low value/risk tenders, ensure documentation is correct, manage question responses while ITT is live, oversee evaluation and moderation processes, and ensure contract award process properly followed 

·      Provide procurement advice through knowledge of theory and practice, and CES’ Delegated Authority Policy Corporate Procurement Strategy and Procurement Policy.   

·      Assist in the maintenance and end user training for PCS, PCS-T, Spikes Cavell data observatory, ensuring data is maintained and accurate at all times.   

·      Supporting the Annual Valuation process, co-ordinating meetings between valuers and internal Subject Matter Experts. 

·      Issuing insurance certificates to internal stakeholders 

·      Preparing and processing purchase orders and following up on invoices.  

 

The contractual working location of this role is our Edinburgh office. However, we believe work is something you do, not a place you go to, and we are committed to supporting employees to work flexibly and in a way that suits their role and preferences. 

 

The starting salary will be £32,829 with potential for future progression as well as eligibility of annual cost of living rises. The maximum salary for this role is currently £37,238. The role also benefits from 25 days’ annual leave, increasing to 30 days after four years’ service, plus 11.5 of public/ privilege days. Crown Estate Scotland encourage flexible working and operate a discretionary flexi-time scheme. This role offers participation in the Civil Service pension scheme.

About You

 

You should have:

 

·      Relevant degree or equivalent experience (Technical, Financial or Legal)

·      Chartered membership of a relevant professional organisation

·      Knowledge/Understanding of procurement legislation, tender and commodity strategies, development and monitoring of contracts, supplier analysis, supplier engagement, contract management 

·      Ability to develop understanding of procurement processes and procurement legislation to provide an advisory service 

·      Knowledge of Scottish public procurement rules and guidance. 

·      Experience running or supporting end to end procurement processes. 

·      Excellent MS Office skills for preparing a range of documents spreadsheets and reports, and willingness to learn to use any in-house software or systems including the eProcurement systems (PCS, PCS-T). 

·      Proven track record of managing a varied and changeable workload, completing projects to a high standard and tasks on time and within set parameters. 

·      Data analysis skills and numeracy. 

 

You will have the following qualities, which are key to success in this role:

 

·      Confident in dealing with a range of stakeholders 

·      Able to work autonomously, calmly and efficiently whilst under pressure across multiple work packages. 

·      Strong organisational skills, attention to detail, ability to work in a structured and organised manner delivering quality work with a strong attention to detail 

·      Able to take personal responsibility and accountability. 

·      Willingness and desire to develop skills and knowledge
