Full Job Description

We are seeking an experienced Project Manager to lead the development and implementation of a Universal Breakfast Provision Programme across all primary schools in Fife.
This role will support the delivery of the Scottish Government's commitment to provide a universal breakfast offer for all primary school children by August 2027. The programme aims to ensure that every child can access a nutritious breakfast at the start of the school day, helping to improve wellbeing, support attainment, reduce inequalities and assist parents and carers to access and sustain employment.
The successful candidate will lead a programme of research, analysis, service design and implementation, bringing together education, childcare, catering, other council services and partner organisations to develop a sustainable and effective delivery model for Fife.

Key responsibilities will include:
Leading a comprehensive review of existing breakfast provision across Fife's primary schools and communities.
Undertaking research into national policy, emerging practice and delivery models from across Scotland and the wider UK.
Developing evidence-based options for delivering universal breakfast provision that reflect local needs and circumstances.
Working with schools, families, children and partners to ensure the service is designed around the needs of communities.
Assessing operational requirements, including staffing, facilities, food provision, supervision arrangements and accessibility.
Leading workforce planning and resource modelling to support implementation.
Developing detailed project plans, governance arrangements, risk management processes and performance frameworks.
Producing business cases, implementation plans and progress reports for senior leaders, elected members and partner organisations.
Coordinating pilot activity, testing and evaluation where appropriate.
Ensuring delivery arrangements support the wider aims of improving children's wellbeing, reducing inequalities and supporting family participation in employment.

Degree level qualification (or equivalent experience) in a relevant discipline.
Experience of managing and delivering complex projects from inception to implementation.
Experience of leading business change or service improvement programmes.
Experience of research, analysis and developing evidence-based recommendations.
Experience of delivering projects to agreed timescales, budgets and outcomes.
Experience of preparing reports and presenting information to a variety of audiences.
Strong stakeholder engagement, communication and partnership working skills.
Ability to develop practical delivery plans from strategic objectives.
Understanding of public sector service delivery and change management.

While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
