We are keen to employ a diverse workforce that reflects the people of Scotland. We welcome applications from all backgrounds and particularly from groups currently under-represented, including people with disabilities, those from minority ethnic communities or from socio-economically disadvantaged backgrounds.
Finance and Property Services plays a key role within the council including the delivery of frontline services to the public in West Lothian. As part of Finance and Property Services, the council’s Financial Management Unit (FMU) is recognised as a high performing service unit with a key role in ensuring the council makes the most effective use of resources to support delivery of services to customers.
Key aspects of the Purchase to Pay and Systems Officer role include ensuring the delivery of a high quality purchase to pay and systems support service in line with targets set within the FMU management plan and service standards, undertaking administrative tasks within the council’s IT finance systems and providing payment support to external and internal customers.
The post includes assisting with tasks relating to the purchase to pay process, including invoice processing and supplier payment, system maintenance and reconciliations, HMRC returns, customer support and banking and treasury management.
This interesting and challenging post requires a sound level of purchase to pay knowledge, and the ability to communicate effectively with finance colleagues and a wide range of staff throughout the council and in external organisations. The role will include opportunities to contribute proactively to development work both within the Financial Management Unit and across the council.
As part of a highly motivated team you should have the ability to operate successfully in a dynamic working environment, with a proactive attitude and approach.
You will be educated to higher level or have equivalent work experience within a financial environment. Experience of working in a finance capacity in the public sector is not essential.
