Full Job Description
Global Highland is delighted to be supporting our client in the appointment of an experienced Quantity Surveyor to join their PMO team and play a key role in the delivery of a major FTTP fibre infrastructure programme.
Are you a commercially focused Quantity Surveyor with strong contractual experience and a background in infrastructure, utilities, telecommunications or civil engineering? This could be an excellent opportunity to take on a key commercial role within a large-scale network build programme.
Reporting to the Head of PMO, you will be responsible for the commercial management of allocated fibre infrastructure projects from inception through to completion. You will work closely with Programme Managers, project delivery teams, contractors and external partners to ensure projects are delivered safely, efficiently, within budget and in line with contractual requirements.
The successful candidate will bring strong commercial judgement, excellent contractual knowledge and a proactive approach to identifying risks, opportunities and efficiencies. You will have the opportunity to influence project decisions, build strong stakeholder relationships and contribute to the successful delivery of a high-profile infrastructure programme.
Key Responsibilities
- Manage and monitor the commercial performance of allocated projects, including forecasting, cost reporting, expenditure tracking and cost-to-complete assessments.
- Identify, assess and manage commercial and contractual risks and opportunities, recommending appropriate mitigation and corrective actions.
- Prepare, review and manage valuations, payment applications, accounts and final accounts.
- Review and challenge contractor and subcontractor quotations, applications, variations, change requests and commercial submissions.
- Manage compensation events, early warnings and change control processes in accordance with contractual requirements.
- Ensure contractual compliance and maintain accurate and robust commercial records.
- Support the management and resolution of claims, disputes and other contractual matters.
- Provide clear commercial advice and guidance to Programme Managers, project teams and key stakeholders.
- Produce accurate commercial reports, forecasts and governance information to support effective programme and project decision-making.
- Identify opportunities for improved commercial performance, efficiency and value across the build function.
- Contribute to the development and implementation of commercial best practice and continuous improvement initiatives.
- Build and maintain effective working relationships with internal teams, contractors, suppliers and other external stakeholders.
About You
We are looking for a commercially astute Quantity Surveyor who can demonstrate:
- Proven experience working as a Quantity Surveyor within telecommunications, utilities, infrastructure, civil engineering or a similar environment.
- Strong practical knowledge and experience of NEC forms of contract.
- Experience managing compensation events, early warnings, variations and formal change control processes.
- A strong understanding of quantity surveying principles and commercial management.
- Experience reviewing, assessing and challenging contractor applications, valuations and final accounts.
- Strong commercial awareness, with the ability to identify, evaluate and mitigate commercial and contractual risks.
- Excellent analytical, negotiation and problem-solving skills.
- Strong communication and stakeholder management abilities, with the confidence to engage effectively at all levels.
- Good working knowledge of Microsoft Excel and commercial reporting systems.
- A proactive, organised and commercially driven approach, with the ability to manage multiple priorities and work effectively within a fast-paced programme environment.
Desirable Experience
It would be advantageous if you also have:
- A recognised qualification in Quantity Surveying, Commercial Management, Civil Engineering or a related discipline.
- Previous experience working on utility infrastructure programmes.
- Experience within a Programme Management Office (PMO) or wider programme environment.
- Experience supporting the delivery of FTTP, fibre, telecommunications or other major infrastructure build programmes.
