Full Job Description

Serco have an exciting opportunity for a Regional Technical Project and Support Manager role to work across our four main hospital contracts; Forth Valley Royal Hospital, University Hospital Wishaw, Langlands Hospital (Glasgow) and Dumfries and Galloway Royal Infirmary.

This role will be responsible for managing and supporting the timely delivery of Hard FM / Engineering project works across the Health Scotland contracts, predominantly University Hospital Wishaw, Langlands Hospital (Glasgow) and Dumfries and Galloway Royal Infirmary, as well as providing general technical support. This will include the planning and delivery of elements of the annual Lifecycle replacement programmes and Capital works up to agreed value, provide interface with the SPVs and the Boards and supporting the Hard FM contract leads via the Regional Director in all aspects of this activity., Project management of individual Lifecycle replacement schemes, Minor Works and Capital works, to include coordination, programming, and financial control (including all relevant Serco governance activity) to stringent requirements of both timescales and costs.
The preparation of tender documentation and evaluation of tender returns for Life Cycle, Minor New Works, and Capital works
Provide reports detailing the asset condition and any work necessary to maintain the hospital estate at the appropriate designated maintenance standard in line with the commercial obligations of the individual site contracts.
Carry out environmental and estates condition audits to identify asset conditions and future maintenance requirements
To assist in the formulation of forward lifecycle replacement plans detailing the prioritisation of works and estimated costs on a rolling programme
To support cost control at all sites through the proactive identification and utilisation of the available contractual remedies in respect of Lifecyle and maintenance cost recovery
Commissioning and management of project consultants, architects, and consulting engineers to form seamless professional multi-disciplinary teams
Minimise disruption to the clinical continuity and mitigate / control project specific risks from unavailability and service performance deductions
Comply with the procedures as detailed in the companies Quality Assurance Manuals and Health and Safety Policies, including that of the CDM Regulations
Liaison with Serco site and central teams, NHS Board and SPV teams to review works, develop project briefs and implementation plans
Ensure correct implementation and compliance with all statutory requirements and regulations covering all aspects of building services project work
Carry out Authorised/Responsible person duties appropriate to discipline including but not limited to temporary Works Co-ordinator and Working at Height
Technical and managerial support in the delivery of the NHS Boards capital works programme pre and post design evaluation, on site supervision of elements of the capital schemes
Management of specialist sub-contractors to ensure compliance, competency, quality of work and value for money.

Degree qualified in a relevant technical discipline leading to a professional qualification or equivalent knowledge, skill, and experience
Minimum of 5 years' experience in a supervisory capacity in mechanical or electrical engineering or project management
Experience and knowledge of building services and M&E design requirements
Computer literate, particularly in the use of project and fiscal management software tools.
A good knowledge of Health & Safety legislation
Flexible to travel across four (4) sites within central and the south of Scotland
Hold a full UK valid driving licence

Desirable

Experience and knowledge of building and design requirements - in particular healthcare buildings
A good knowledge of Health & Safety legislation within a hospital environment
A good understanding of the management of building contracts and contract law
Demonstrate knowledge of statutory legislation
