Join our IT Business Services team and help shape and deliver modern digital services across the organisation. You’ll take a lead role in managing and improving Microsoft 365 and core enterprise systems (MIS), ensuring platforms are well-governed, optimised, and aligned to business needs.

The Role

Provide technical leadership and delivery across Microsoft 365 and business-critical systems
Act as the bridge between business and IT, translating needs into effective solutions
Drive system optimisation, governance, and continuous improvement
Support delivery of digital transformation and service improvement initiatives
Lead the evaluation, implementation, and adoption of new technologies
Work with services to redesign processes and maximise system value

What You’ll Bring

Strong experience in Microsoft 365 and enterprise business systems
Proven ability to manage systems end-to-end (configuration, optimisation, governance)
Excellent analytical, problem-solving, and prioritisation skills (aligned to role requirements)
Confident communication and stakeholder engagement skills
Experience delivering change, adoption, and business transformation
Ability to lead and influence without direct line management, with strong ownership and accountability (aligned to role requirements)

Job Details

To work as a senior member of the IT Business Services team with a primary focus on the effective utilisation of the Council’s Management Information Systems (MIS) to enable Council wide digital transformation.

The key areas of responsibility are:
• Provision of an account management service on behalf of IT to all Council Services.
• Management of the Council’s Management Information Systems.
• Specification and procurement of Management Information Systems.
• Supplier and contract management.
• Providing Level 3 IT Support.
• Support and development of the MATS Low Code environment as required
• Provide professional advice and guidance to enable digital transformation.
• Undertake evaluation, selection and standardisation of new technologies.

The post holder will be a proactive and forward-thinking individual with experience of developing, procuring and implementing new application systems and managing system supplier contracts.

Job Requirements

Relevant Qualifications
Relevant degree and/or able to demonstrate equivalent in depth knowledge, skills and competencies gained through relevant experience in this field.

Driving Licence
A full current driving licence is desirable for this post.

Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
