£42,683 - £45,536 Fixed Term (for up to 12 months)

Working in the Place Development team within the Council's Economy, Development and Planning directorate, the post holder will co-ordinate actions and investment plans to secure the re-use and adaptation of vacant and underused residential and commercial properties in the Perth and Kinross area with a particular focus on Perth city centre in order to support wider strategic regeneration priorities and contribute to thriving communities.

You will pro-actively engage with property owners and collaborate with private, public and third sector organisations to develop and implement solutions to properties that, through redevelopment, will lead to improved economic and social outcomes. You will organise surveys, maintain property databases and identify, lead and manage funding schemes and budgets. You will report on the status of vacant and underused properties and support schemes and will be expected to offer advice and guidance to internal and external stakeholders on a range of matters relating to the built heritage of the area.

The post holder will also have line management responsibility for the Vacant Property Project Support Officer.

Requirements

The successful candidate will be educated to degree level in a relevant subject (eg Planning or Surveying) and will have:
•Practical knowledge of building, planning and housing legislation and procedures as relating to building improvement or conversion
•Skills in organisation both personally and in relation to teamwork
•Familiarity with project planning and development
•IT competence, especially with Microsoft Word, Excel and e-communication
•Ability to manage and prioritise workloads
Excellent presentation and communication skills including the ability to write reports clearly and concisely
•Membership of the Royal Institution of Chartered Surveyors, Royal Town Planning Institute or a related profession or substantial relevant experience
•Understanding of Local Authority budgetary and financial processes and employees and ideally, line management experience
In addition, it is expected that the successful candidate will be able to demonstrate the ability to work under pressure, flexibly and to tight deadlines.
