Full Job Description

The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Deputy Director in our Supervision (Insurance) Department. Reporting to a Director, the Deputy Director will manage and lead a team responsible for group and solo supervision in meeting the objectives and goals of the Department by way of effective plans and schedules that support the strategic plan and overall objectives of the BMA. The post holder will also demonstrate effective leadership qualities and communication/relationship skills, which provide the basis of quality service and performance of duties.
This is a key role for the Authority and the post holder will be responsible, but not limited to:

  • Directing the assigned team(s) responsible for undertaking risk-based supervision of all licensed or regulated entities in the insurance sector by providing a risk-based framework involving the analysis of financial and other information obtained in the normal course of supervision. Directing a team involved in a mix of off-site analysis of financial and other performance data, prudential and other meetings with senior management of licensed firms, and on-site compliance reviews of aspects of a firm's business across many jurisdictions

  • Providing oversight on all relevant matters pertaining to group and solo supervision, including issues facing the public to ensure that appropriate decisions and answers are provided in mutual interest to the Authority, Government, the public and other affected stakeholders

  • In conjunction with management, reviewing and evaluating situations where projects or time-critical tasks may be achieved through outsourcing and overseeing/monitoring all such approved activities involving consultants, ensuring desired results are achieved within budget

  • Directing, building and maintaining the key relationships with other key impacted regulators

  • Directing the preparation of reports of findings of the area(s) reviewed to convey information to the Director and other relevant in-house decision-making committees (where appropriate) concerning safety, soundness and compliance with the laws and regulations of the companies

  • Guiding and assisting in the development and implementation of new or revised policies in the resolution of enquiries from other regulatory agencies

  • Developing annual budgets for the effective management of the Department, ensuring controls are in place to monitor Department operations and provide accountability for funds distributed in keeping with the goals/objectives of the BMA. Providing monthly variance reports for the Authority's Board of Directors on interim results

  • Participating in committees as directed by management

  • Representing the Authority at various local and international meetings, conferences, seminars involving meetings and information exchanges with regulatory bodies, government agencies and the financial services industry and have personal interactions with and be required to manage, develop and maintain key relationships with other regulatory bodies, governmental agencies and the financial services industry, whilst keeping abreast of industry trends

  • Identifying the training needs of employees and agreeing/establishing programmes for their development by way of formal training courses, special projects and on-the-job exposure

  • Monitoring the performance of individual team members, providing routine mentoring and feedback and preparing formal performance appraisal reports as prescribed by the performance management process

  • Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post

    This position requires a proven technical and business background; therefore, the post holder must have:

  • A master's degree or equivalent qualification in an insurance, financial or accounting discipline from a recognised institution or professional body

  • A minimum of twelve (12) years relevant experience, of which at least five (5) years should be at a senior level in the financial services business (specifically the insurance industry) and/or working experience with a financial regulatory body
