ENGINEERING CONTRACTS MANAGER

LOCATION: ATRIUM COURT/HYBRID WORKING

The Role:

The key purpose of this role is to manage the contracts for the supply of materials and services as well as rolling stock leases within the engineering function with a view to maximising the value for money for ScotRail. This will be achieved by ensuring the contracts are well understood by the key stakeholders within Engineering and robust supplier performance management processes are put in place.

Key Responsibilities:

* Govern compliance with contractual obligations for all parties as specified in contracts for the function.

* Manage and develop the relationships with the suppliers of Engineering Contracts.

* Support the Heavy Maintenance Managers and Finance in relation to the completion of claims.

* Provide escalation support for commercial matters, including funding requests.

* Ensure Purchase order coverage is in place for assigned Contracts and monitor spend.

* Work closely with the Procurement and Contracts Business Partner to ensure any year end wash-ups are completed.

* Provide input into Finance in relation to budgets/forecasts.

* Take commercial ownership for owner owned spares and ensure hand back requirements are met.

* Support the Engineering function in relation to Invoice queries to ensure ScotRail is not put on hold by any Supplier.

* Ensure indexation requirements (contractual, timing and calculations) are understood and work with the Procurement and Contracts Business Partner to ensure they are processed on a timely basis, annually.

* Focus on the commercial aspects of all engineering contracts to delivery best value for money.

* Ensure all Contract Variations, including Side Letters that come into Engineering are processed via the Procurement and Contracts Business Partner in compliance with the Contract approval process.

* Lead the Contract/Performance Review meetings for the assigned contracts.

* Ensure minutes from Contract/Performance Reviews are loaded into ScotRail’s Contracts database.

* Engage with the Procurement and Contracts Business Partner in relation to the tendering process for Engineering Projects and be part of the evaluation team.

* Support the development of Contract specifications for re-tendering and renewal of Contracts.

* Annually verify the insurance values of the rolling stock and provide monthly updates to Finance on any changes due.

* Develop internal processes and procedures to support the Engineering function.

* Work with the key contract suppliers to develop focused set of KPIs for the performance of the contract.

* Work closely with procurement and contracts team to ensure good understanding of key contracts for the engineering function and all relevant obligations within the Grant Agreement.

* Communication of contractual responsibilities and rights to key stakeholders.

* Delivery of continuously improving supplier performance, through the use of KPIs and frequent dialogue and analysis with vendors and service providers.

* Any other reasonable duties assigned, commensurate with the grade and level of responsibility of this post.

Skills & Qualifications:

Essential

* Educated to degree level in a related field or equivalent, highly articulate, and analytical.

* Ideally Chartered or working/willing to work towards being chartered member of CIPS.

* Proficient IT skills including MS-Office (Excel, Word, PowerPoint)

* Previous experience in commercial contracts management

* Excels in developing relationships with critical stakeholders.

Desirable

* Working Knowledge of rail industry framework

* Working Knowledge of Rail Industry Contracts

* Working knowledge of Infor IFMS (EAM)

* Working knowledge of eBIS

Hours of work: 35-hour week Monday – Friday. Reference Salary Up to £48,965 per annum

Selection process: Assessment and Interview may form the initial stages of the selection process. The final stage for successful candidates will be a medical questionnaire. Appointees must submit at least two satisfactory references, Disclosure Scotland clearance and complete a six-month probation period.

Training: Training initially involves on-line Induction.
