Full Job Description

The Head of Commercial Oversight drives Nuclear Decommissioning contract compliance, cost recovery and change control for the decommissioning programme. It is accountable for independent oversight and governance of our contractual agreements with High Mobility Group (HMG) and Nuclear Liabilities Funding Agreement (NLFA) submissions, day-to-day Client stakeholder management and for full recovery of qualifying costs.

The Head of Commercial Oversight also ensures we are compliant with our contractual obligations, the decommissioning programme is delivered, and our commercial risks are appropriately managed and mitigated.,

  • Day-to-day relationship management of our Government stakeholders and internal technical, programme management, contractual, financial and legal interfaces to ensure delivery of the requirements specified in the decommissioning contracts

  • Oversight of commercial adherence of the NLFA suite of contracts - including Option Agreement, Contribution Agreement, Co-operation Agreement and the Historic Liabilities Funding Agreement

  • Pro-active management of ad-hoc matters and contractual challenges, issues, resolutions, escalations and interventions as required with our Government stakeholders

  • Define and manage governance, risk and decision-making processes and Key Performance Indicators for the monitoring of contractual aspects of the decommissioning programmes

  • Oversee our externally facing Assurance framework, building Government's trust in EDF's contractual submissions and supporting processes, and while ensuring minimal challenges and interrogations

  • Independent surveillance and review of EDF processes, governance, cost recovery/ control, risk management and performance delivery associated with the NLFA suite of contracts

  • Management and submission of all cost submissions required under the NLFA, while engaging with Government stakeholders and ensuring contractual submission approval

  • Recovery of all qualifying funding via approved plans and budgets, and alignment with Nuclear Operations medium term business plan

  • Oversee effective cost budgeting/ forecasting, change control and associated financial risk management of government funding, working closely with finance and programme delivery teams

  • You'll be a strategic thinker with a focus on value and risk - and you'll hold a degree or equivalent in a business, finance, law, political science or related discipline. A relevant postgraduate qualification or MBA is desirable. It would also be advantageous if you are professionally licensed or chartered with an appropriate institution.

    You will ideally have knowledge of the nuclear operating and decommissioning business especially commercial drivers, business opportunities and risks.

  • Strong track record in building personal trust and operating with integrity and credibility amongst a diverse stakeholder environment (e.g. political, commercial, community, technical).
