Full Job Description

We are looking for an experienced Operations Manager with a background in FM hard services delivery and small works project management. You must be able to show experience as people manager having managed both direct teams or individuals and sub-contractors ensuring high levels of delivery within a SLA's and KPI's environment and managed, monitored and controlled costs ensuring achievements of financial targets. As you will play a key role in the audit process you will be experienced in management information, operational finance and reporting., To support the Account Manager in the profitable, efficient, and safe running of the contract in compliance with the MITIE SGOV NEC4 contract T&C's.

-To assist the Account Manager with the budget and P&L for the contract to ensure financial targets are met where applicable to the role.

-Ensuring service delivery is of the highest level, meets and exceeds the contract SLA's/KPI's.

-To meet statutory compliance targets under your remit as required

-Ensure that all P2(Part of contract) works are carried out within the contract comprehensive and materials budget.

-Ensure that all P6 (Chargeable) small works projects or otherwise under your control are completed within time scales and budget.

-Obtain and review competitive quotes from our supply chain and make accurate proposals to the client for cost vs. quality on small works or special projects as assigned by the account manager.

-Support directly with the management of the CDM and QHSE as required across all contracts works as directed by the account manager.

-Deliver small works quotes and special projects within SLA as per contract T&C's as and when assigned by the account manager.

-Support the client in developing a full comprehensive scope of works for any required works.

-To successfully manage and challenge on resources, materials, and equipment usage to ensure delivery of service excellence, high standards of maintenance, statutory compliance across all planned and reactive M&E equipment and fabric maintenance in the most economical and effective manner whilst following company guidelines and policies,

-Utilisation of security cleared MFA's and SME's

-Utilising support from managers and engineers, ensure the day-to-day activities of labour, materials and sub-contractors are in compliance with company policies and procedures, health and safety, quality and environmental systems.

-To support the Account Manager and Compliance & Performance manager with the management, control and auditing of sub-contractors, sites and projects as directed by the account manager.

-Ensure completion of site inductions and all other relevant H&S documentation for all sub-contractors on site.

-Prepare incident/investigation reports communicate any building related incidents that occur following the escalation process.

-Alert your line manager and client to any facilities related issues that may affect day-to-day business operations.

-Develop and maintain robust site logbook management and compliance documentation for all required assets, systems and personnel.

-Understanding and utilisation of all required Mitie and client systems including CAFM or 3rd party portals

-Ensuring statutory and contractual compliance in line with company and client procedures

Main Duties

-Participate in the preparation and development of site-specific life cycle replacement programmes, FMR's and condition surveys and delivery streams as required for each.

-Monitoring our own team and sub-contractors by carrying out audits on work completed and instigating corrective Actions if required.

-Implement our Health and Safety policy and Procedures to ensure the safety and welfare of all employees, sub-contractors, end users and the public.

-Production of monthly Health & Safety Reports.

-Ensure the timely supply of site management information as and when required.

-Work with the energy manager to implement procedures to ensure innovative and effective energy and utilities management and monitoring.

-Timely production of all required service reports.

-Support with site setup/refresh to achieve best-in-class service delivery and site management from an electronic and physical paperwork administration level.

-Aid in supporting the compliance and performance manager where required with technical knowledge or as instructed by the account manager.

-Obtain best value quotations from approved sub-contractors for additional works as required.

-Liaising with site client FM and key personnel on building related issues.

-Attend planned review meetings with key personnel on site and seek resolution for any issues raised.

-Provide effective communication with all building users and other client appointed sub-contractors.

-Take ownership for buildings within remit, ensuring high standards are reflected across all sites in regards to assigned duties/tasks

-Utilise daily business systems such as CAFM and additional required systems to monitor contract and workstream performance.

-Compliance is to be regularly audited and ensure that all site certification is up-to-date from a technical standing and reports are consistent and of good detail.

-It is a requirement to support the OOH team remotely to provide advice and escalation updates as per policies. To liaise with other Management and engineer's, communicating who is available in the case of an escalation or emergency.

-Ensure that all relevant technical information from all regions is captured on Share Drive/Electronic Form to ensure ready access for all who require.

-Regularly attend all sites in remit, providing advice and assistance to Engineers as required

-Ensure that Site Log books are audited and contain relevant and up-to-date/accurate information

-Undertake all required Health and safety Training as requested by your Line Management.

-Review and maintain CDM (Construction Design Management) documentation, ensuring all relevant, Follow Group and company policies and procedures at all times;

-Report any apparent deficiencies in systems of work or equipment provided that may result in failure of service delivery or risk to health and safety or the environment;

-Use all work equipment and personal PPE properly and in accordance with training received;

-Report any issues or training needs to your Line manager and /or via your divisional incident reporting system;

-Ensure Group and company safety arrangements and procedures are followed at all times.

-Report any apparent deficiencies in systems of work or equipment provided that may present an unnecessary danger or risks to health and safety.

-Use all work equipment and personal PPE properly and in accordance with training received.

-Report any accidents, near misses, Hazards and cases of ill health to the Line Manager.

-Assist the company during investigations of accidents and safety related incidents.

-Work safely at all times giving due consideration for the safety of others.

-Notify line management of safety training needs.

-Assist the business in improving safety systems and performance through consultation, co- operation and communication.

-Inform the line manager of any physical or mental condition that affects the ability to work safely.

-Carryout tool box talks as per schedule provided by Contract Manager/Supervisor / Health and Safety Manager.

-Ensure that all sub-contractors are working in a safe manner.

-Issue permits To Work for sub-contractors and In-house staff as required.

-Ensure Method statements and risk assessments are provided by sub contractor.

-Ensure all health and safety procedures are being adhered at all times.

-Ensure that all in-house staff and sub contractors work duties are carried out in a safe, efficient and competent manner, complying with but not limited to:-

You will be pivotal in engaging and managing key stakeholder relationships including managing multi-disciplinary teams. Holding an IOSH (or equivalent) certificate you will also be able to demonstrate an awareness of H&S regulations.

Proficient in IT and Microsoft Office you must hold a minimum standard of C&G Level 3 or equivalent in mechanical, electrical, building services or a similar hard services trade., Excellent understanding and knowledge of hard services provision- with relevant qualifications

-Must be able to communicate, motivate, control, organise and manage staff and contractors effectively

-Must have previous experience in a similar role

-Financially competent i.e. previous budgetary experience.

-Organised and able to meet deadlines.

-Conversant with relevant legislation and compliance issues

-Ability to write reports.

-Be pro-active and able to prioritise effectively

-Demonstrable subcontractor management skills

-Decision-maker with a flexible approach

-Excellent written and oral communication and Microsoft Office skills.

-Have a full apprenticeship and engineering qualification (not trade specific)

Person Specification

-Must hold relevant and updated qualification in their specialist field.

-Must have at least 2 years experience in a similar role which can be demonstrated

-Be an effective leader and have excellent personnel management skills

-Good oral and written communication skills.

-Good knowledge of all aspects of Health and Safety

-Must be self-motivated, a good Team player and have a proactive approach.

-Should have a "Can Do" approach and portray a positive attitude

-Must be able to gain Disclosure Scotland and necessary SC security clearance in role but BPSS pre start.
