Full Job Description

The role will support maintaining the Operational Resilience framework in the UK, and the development and embedding of an Operational Resilience framework globally to meet both business and regulatory expectations.

The role will be responsible for working with other members of the operational resilience team and other risk teams (e.g. business continuity, disaster recovery, information security, 3rd party risk, operational risk), along with business stakeholders to coordinate and implement the operational resilience program.

The role will report to the Head of Operational Resilience in Europe, Middle East and Africa (EMEA) and will initially focus on meeting the regulatory requirements of the PRA and FCA in the UK, of the CBI in Ireland, in the EU in relation to DORA, while providing support to the global program as required with MAS in Singapore and the OCC in the US. Over time the focus will shift to the development and maintenance of a global framework and program for operational resilience.

Your key responsibilities:

Operational Resilience

  • Be part of the team designing, delivering, and embedding the operational resilience framework and strategy across the firm.

  • Help develop global policy and standards as well as governance arrangements for operational resilience, working with risk and compliance to ensure that the development of these and the associated global operational resilience framework meets global regulatory and business expectations.

  • Help manage program change caused by business, regulatory, or industry-specific change initiatives, providing guidance, feedback, and challenge from an Operational Resilience perspective on proposed changes to products, processes, and IT services.

  • Support the development and maintenance of key program documentation including the reporting and supporting material for Boards, risk committees and other governance groups.

  • Support business functions in identifying, creating, and documenting key business services along with their associated impact tolerances and reporting metrics.

  • Maintain, in partnership with business functions, the key business services and associated impact tolerances and reporting metrics in line with global standards and regulations, ensuring that required resilience activities are appropriately owned by the business functions and embedded into their business operations and management processes.

  • Conduct with business functions ongoing key business service mapping to identify critical dependencies (people, process, technology, suppliers, data and premises) and potential vulnerabilities.

  • Partner with business functions to maintain or develop response plans in the event of severe but plausible operational disruptions.

  • Monitor operating events relating to operational resilience, including near misses and help escalate, remediate, and coordinate the firm's response as required, including participation in major incident management where required.


  • Identify areas to mature in the program to increase the firm's resilience capabilities, assisting the business functions in identifying and remediating gaps in their resilience capabilities and proactively identifying and implementing innovative solutions to mitigate resilience risks.

  • Represent the firm in Operational Resilience engagement with regulators, clients, suppliers, and industry bodies.

  • Assist in the planning and execution of resilience projects and initiatives as required.


  • Governance Specialist Role
  • Develop and implement a governance framework, along with associated tools and methodologies to help drive consistency across global Operational Resilience as it is implemented globally.

  • Lead on maintaining self-assessment reports, the global policy and standards as well as governance arrangements for operational resilience, working with risk and compliance to ensure that these and the associated global operational resilience framework meets global regulatory and business expectations.

  • Lead on the development and maintenance of key program documentation including the reporting and supporting material for Boards, risk committees and other governance groups.

  • Lead on maintaining, in partnership with business functions, the key business services and associated impact tolerances, mapping documentation and reporting metrics in line with global standards and regulations, ensuring that required resilience activities are appropriately owned by the business functions and embedded into their business operations and management processes.

  • Support the development of Operational Resilience metrics to support effective management and risk reporting.

  • Be key in representing the firm in Operational Resilience engagement with regulators, clients, suppliers, and industry bodies.

  • Review industry best practices and external feedback for lessons learned.

    5+ years of relevant experience in operational resilience / business continuity / information security / operational or third-party risk management / supplier oversight.

  • Financial Services industry experience, preferably in asset management.

  • Experience and expertise in program governance, including board presentation and framework documentation.

  • Knowledge and / or experience of UK and or European financial regulatory requirements relating to operational resilience.

  • Experience of developing and implementing standards and policies.


  • Strong written and verbal communication skills and presentation skills.

  • Works well in a matrix team environment, with a flexible and collaborative approach.

  • Strong analytical and data visualization skills.

  • Strong technical knowledge of Microsoft Office (Excel, PowerPoint, Word, Outlook).

  • Bachelors or higher degree (preferred).

  • MBCI/CISM or other resilience accreditation a plus.

  • Experience using Fusion Risk Management and Power BI a plus.

  • International travel may be required.

  • Availability during off-hours during emergencies or incidents may be required.

    The role will reside in the Resilience, Safety and Security team, part of the Enterprise Services organization within the Technology and Operations group at BlackRock.
