Full Job Description

Lead the Construction function to provide Network Rail and its suppliers confidence that works are being delivered in line with expectation, with focus on ensuring the operation of the railway is safeguarded and workforce safety is not compromised, main focus being on Construction Assurance, gathering data and reporting, working alongside the Principal Construction Manager.

About the role (External)

Here are some of the duties your role will include: -

· You will lead and direct the Construction works delivery team to achieve business and functional objectives and meet key performance measures.

· Managing the development of individuals and the engagement of the team.

· Managing the arrangements for staff safety and competence.

· Managing H.R issues within the delivery department and Trade Union Meetings

· You will Identify and implement safety, asset performance, reliability, productivity and efficiency improvement initiatives.

· Managing the prioritisation of rosters, work and delivery to plan.

· You will be checking that safety, assurance, compliance, performance and business processes are followed.

· Work with suppliers and the assurance function to bring balance and consistency in approach

· Form working relationships with suppliers, senior management and regularly meet to promote continuous improvement and agree how to best share identified best practice.

· Identifying and submit non compliances for approval and take appropriate action where required.

· Managing the process to handover assets being renewed, installed, or modified by the delivery team.

· Check and authorise quarterly work plans and resource levels.

· You will produce, review, amend, approve and submit to project teams the DWWP process for all project work

· Undertaking investigations and report on accidents/incidents.

· Enforce and drive improvement where identified by the assurance function to bring speedy resolution

· Identify training needs in safety and management area’s for the personnel reporting to the post holder, and contribute to their personal development.

· Produce periodic delivery review reports for the Programme Manager.

· Undertake an agreed programme of safety tours, staff surveillance, work quality and asset condition checks.

· Relevant technical competence

· Experience in maintenance / construction management, processes and techniques

· Knowledge of safety and compliance management processes

· Detailed knowledge of relevant standards and procedures

· Experience of operational railway environment

· Knowledge of other functional disciplines

· Local Accident & Incident Investigation

· Good interpersonal, influencing, communication and organisation skills

· Yellow Book Trained

· Commercial Awareness

Desirable

· Incorporated Engineer

· Membership of professional body

· NEBOSH Certificate
