Full Job Description

To assist the Strategic Planning and Development Manager to lead and supervise a team engaged in delivering the Developer Obligations service and assist with Infrastructure Planning and Delivery in support of the Local Development Plan, Moray Economic Strategy and Moray Growth Deal.

Responsibilities

Provide a professional Developer Obligations service for the Council to secure Developer Obligations from developers to facilitate new infrastructure.

To work with Council Services and NHS Grampian to ensure the evidence base for future infrastructure requirements is maintained.

To prepare Developer Obligations reports and issue them to developers. To attend Planning and Regulatory Services Committee meetings and provide professional advice to Elected Members.

To respond to development viability challenges and provide evidence for appeals.

To monitor Legal Agreements and the spend of Developer Obligations and produce annual reports to the Planning and Regulatory Services Committee and quarterly reports for Elected Members.

Participate in training and development activities, as trainer and trainee, as required.

To assist the Planning & Development Section with the preparation and delivery of the Local Development Plan evidence base and projects.

To work on the long term planning and delivery of infrastructure projects in Moray in support of the Moray Local Development Plan, Moray Economic Strategy and Moray Growth Deal.

Contribute to the effectiveness of the service.

In depth knowledge of developer obligations processes, with at least 2 years experience.

Ability to negotiate with developers and secure developer obligations in excess of £3 million.

Experience of leading and responding to development viability challenges.

Knowledge of and experience of infrastructure planning and co-ordination.

Ability to develop, maintain and review procedures

Experience of Excel spreadsheets and managing information

Liaison, co-ordination and collation of information from multiple sources into reports

Ability to work within tight deadlines

Knowledge of local government capital planning processes.

Educated to Degree level in a relevant discipline such as Business Studies, Economics, Planning or Surveying or with relevant work experience

    Report writing

    Ability to contribute effectively to meetings and present at Planning and Regulatory Services Committee

    Ability to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service, due to the rural nature of Moray this is normally undertaken by use of a car/van
