Full Job Description

Community Councils play an important role in local democracy by representing the views of their communities which influences decisions in the planning and provision of local services by public sector agencies. The Council has established a project - Empowering Communities - which works to enable Community Councils to become involved in the delivery and management of Council services at a local level. Link officers are vital in this process and there are a number of Link Officers across the North and South Isles, as well as West Mainland where there will soon be a vacancy.

The West Mainland Link Officer position is an exciting role, supporting the Empowering Communities Liaison Officer to develop and implement new service delivery mechanisms in the West Mainland, working with the Community Councils and other local groups to deliver a range of Council services locally.

Experience of community engagement and supporting community groups including project management is desirable. You will be required to demonstrate excellent communication skills and be a highly organised and motivated individual.

As part of the Democratic Services team, you will be required to act as an effective communication link by liaising between Orkney Islands Council, Birsay Community Council, Harray & Sandwick Community Council and a range of organisations and stakeholders. A key part of this role involves undertaking administrative services to Birsay and Harray & Sandwick Community Councils and attendance at evening meetings will be occasionally required in addition to daytime requirements.

You should hold a qualification at SCQF 6/7 i.e., SVQ3, National Certificate, Foundation Apprenticeship, Advanced Higher, Scottish Baccalaureate, HNC, Certificate of Higher Education in Business Studies or related subject OR, where this is held, you should have a minimum of 3 years previous relevant experience, as detailed in the experience section of this person specification.

You will be an experienced IT user with an excellent command of written English, as well as being familiar with Microsoft Office.

You should be able to travel efficiently and effectively between work locations within Orkney to meet the operational requirements of the Service., Disability Confident
