Job Overview

We have an exciting opportunity to join ScotRail in the key role of Workforce Development Officer within our Workforce Development Team. This role is responsible for designing, delivering, and supporting the delivery of programmes to ensure we meet our current and future workforce requirements and prepare individuals for successful careers.

The main purpose is to:

  • Support the development and implementation of workforce development programmes.
  • Contribute to the work to attract, recruit, and retain the next generation of ScotRail employees.
  • Support apprenticeship and graduate programme delivery.
  • Support learners through vocational qualifications, maintain quality standards, ensure compliance, and develop training programmes to support both learners and ScotRail's awarding body accreditation.
  • Work closely with the business to ensure that our people have the knowledge, skills, and experiences to provide the highest level of customer service and sector leading operational performance.
  • Working with colleagues in the Workforce Development Team to develop new routes into employment, including developing and implementing an effective approach to pre-employment training.
  • Ensure that ScotRail’s approach is aligned to local business priorities and national strategies such as Developing the Young Workforce, Young Person’s Guarantee, and any broader employability strategies to support people into employment.
  • Represent the team across the ScotRail network and at in person events with a range of partners and collaborators.

The person

This role would suit a person with a minimum of SCQF Level 7 equivalent skills and experience. To be successful in this role you will be able to demonstrate a strong track record in supporting apprenticeships, graduate programmes, employability initiatives or vocational development.

You'll possess excellent communication, interpersonal, and presentation skills to effectively engage with a wide range of stakeholders. Analytical and problem-solving abilities are essential, along with a collaborative approach and a passion for developing and inspiring others. You'll also be proficient in Microsoft Office applications (Outlook, Word, and Excel). A high level of attention to detail and accuracy is required, as is the ability to plan, prioritise, and meet deadlines while working independently. You'll demonstrate strong communication and influence skills to navigate diverse stakeholders and manage competing priorities effectively.

Knowledge and Experience

Essential:

  • Knowledge and experience demonstrating a strong track record in supporting apprenticeships, graduate programmes, employability initiatives or vocational development.
  • Proven ability to build relationships and provide to support to people of all ages.
  • Knowledge and understanding of the needs and challenges faced by individuals throughout their career and learning journeys.
  • Educated to SCQF L7 – HNC Level or equivalent vocational experience.

Desirable

  • Assessor Award or Verifier Award (L&D9DI, 11 or equivalent or willing to work towards)
  • Knowledge of assessment and verification process and all assessment strategies in line with SQA guidelines
  • Experience in designing and delivering training programmes.
  • Knowledge of local and national employability strategies.

Hours of work: 35-hour week Monday – Friday. Reference Salary £36,816 per annum
